If you mean Echinacea purpurea,(cone flower) then you can dead head but it's not nessary. If you do they will produce new flowers from lateral buds, the new flowers will be smaller that the originals. If you dead head now this late in the season they might not produce new flowers because its getting colder now.
You can leave the old flower heads on the plant through out the winter, they look amazing covered with frost.

Echinacea (Cone flower) does not require deadheading. You can promote additional blooms if you deadhead, but it is not necessary.

Save the seeds and grow lots more next year. Allow them to dry on the plant. You'll be able to see when they're ready to be harvested.

The root is the medicinal part, helps prevent colds and hasten recovery.
