if your drivers license was suspended cause of nonpayment of ticket can i still apply for passport?

i have paid the ticket just not the fee to reinstate the other states license.

You can apply for anything but it will depend on how well they check you out. Have you checked to see if there is an outstanding warrant? If there is then no. But you can still apply.
