I think there are really two questions here:
1. Can a convicted felon that has completed their sentence and probation get a passport? - I could not find anything that says they can not. The application does not even ask about this. I believe that they can get a passport.
2. Can a convicted felon that has completed their sentence and probation get a visa to visit another country? - This is a little trickier. Each country sets their own requirements for entry. I do know that some countries (Canada comes to mind) will not issue a visa to a felon except in very specific situations.

Yes ex-felons are able to get a passport. There are however certain conditions. Has the felon paid his fines? Did the criminal activity involve international contacts? That is why it is up to the state department. All cases are different.

Allowing you to get a passport depends on the country you want to visit. Most countries won't allow you to visit if you have been convicted of a felony.

that is correct - they make the final call. you might also check with the parole or probation department as to any restrictions on travelling out of the country. also check with the country you are going to - some of them have restrictions on felons entering their country.
