Pretty good-professional scouts are just that. Since they know who the best young players in Serbia are, I think they also know something about the best young players in Rhode Island.

A good player will be discovered if there is enough attention and the person doesn't have too many issues. That person should help the team get to the finals, compete in all those all-star contests... at the very least they should check out a junior college or a college to play at which will also help.
Oh, there are lot of good players... NBA is looking for GREAT players

There has been few players in the NBA that came out of small school. For example Scottie Pippen from Central Arkansas. Charles Oakley from Virginia Union and Ben Wallace same alma mater as Charles Oakley. Shawn Kemp from Trinity Valley Community College in Texas. Joe Dumars from McNeese State.

It depends on how good of a player he is first. Then you have to look at how he ranks among players in his state. Then you would have to look at grades and things that would look good to college recruiters, and get game film and stats to the schools that you would want to go to.
