Most snakes will seek out a hiding place that is secure and damp.
Place damp towels in strategic locations along the walls. The snake probably moves at night, and it is probably dehydrated.
Sooner or later you will find it under a towel, assuming that it is still in the house.
Baiting it with a mouse will not work.
When you find the snake, buy a REAL cage. I suspect you are keeping it in an aquarium with a screen top???

Snakes can crawl into any small hole or crack so can easily be anywhere including in the walls of the house. If it is warm where you live, he could easily have left the house. The will seek out a heat source especially on colder days. One idea would be to turn the heat down in the house to 60 or below. Put a heat lamp in the middle of one room. This may draw him out of hiding.

He can climb look high and low, he may stay near his Viv, I have found my snake near the Viv when he got loose. You can try placing food in a plastic bottle, feed him enough that he can't leave it not sure its possible with a garter snake not sure his size. Look under things in couches under beds..

Most snakes are found within 6 feet of their enclosure.... and I have had a few excapes that have proved this...Closets, hot water tanks, heating ducts, couches are really popular with snakes, shoes... you can always lower the temp of your house, and provide a hide box with a heat lamp over it....
