Add some ghosts hanging from the trees. You can make the gravestones out of cardboard staples to stakes (if it is just for a few days) or out of slate tiles if you want a longer lasting outdoor decoration. Paint some funny epitaphs on them. Here are a few sites for good epitaphs:

You could also buy some webbing and spread it out over the branches and gravestones for spider web appearance, and maybe put a big spider in the yard (you can make one with black trash bags filled with leaves and yard waste.)

Instead of making your driveway a graveyard, make your front lawn a graveyard. This way you can buy those headstones with the sticks to put into the ground. They also have those hands that you can stick in the ground so they look like they're coming up from the grave. Put some spider webs over the gravestones too.

Get some Styrofoam and gray paint at the hobby shop. Cut "tombstone" shapes out of the Styrofoam and spray-paint them gray (outside- don't spray-paint in an enclosed space- I learned that the hard way in 8th grade...). Once they're dry, go back with a black Magic Marker, the really big kind, and write the epitaphs (You know, "Here lies _______. R.I.P.") on the fronts of the tombstones. Try to make them funny, like maybe names of characters from horror movie franchises (here lies Freddy Kreuger, etc.) Now, either glue or tape (with heavy-duty duct tape) some plywood to the bottoms of the tombstones, so they don't blow away in the wind. A spooky-looking pretend fence is kind of a nice touch for the perimeter of the driveway. If you do use a black cat in the decor, put him on the fencepost. The rest of the scene would look cool if you set up a couple pots of water and dry ice, or if you have the money, a smoke machine (they sell them at Party City), to give it that spooky, foggy look. Walmart and Kmart have fake headstones that look really great. My cousin bought a smoke/fog machine, which he hides behind one of the graves... it's so spooky! A skull half in the ground looks like someone wasn't buried well... there's lot's of things to do. I love Halloween!!!1

I'm not sure how you could get headstones to stay up in a driveway. If you want to make headstones, the best thing to use to make them realistic is the pink foam from Home Depot/Lowe's. They are time consuming to do though. We make all of ours using saws, dremils, wood burners, etc:

But what makes them stay up and survive the wind is stakes in the ground.
The pillars were made from materials from construction sites - dumpster diving basically.
You can lay some bones around in front of your headstones, some pumpkins, etc.

I used foam insulation to make my tombstones, and also made the bases for them out of the same stuff. Use liquid nails to glue the two pieces together. You can also glue spanish moss or fake ivy onto the stones to make it more creepy! Use a blue spotlight to light up your graveyard, some spooky music and fog is always a plus!!
