Progress is the increase in quality of life for more number of people. We could not achieve a standardized lifestyle in every part of India. Many villages do not have electricity, water, transport or any kind of facilities.
The NGOs handle such a difficult task to go and work with those people. In that process if someone converts their religion, that becomes a big issue. Government can either develop new townships, or increase the standard of the villages. The country is still half naked like Mahatma. There is no actual progress.

Depends on the 'progress'. Not all that some call 'progress' is good. But some is. So it depends. And the thing about 'progress' is that once change is made, even if bad, it is rarely reversed, particularly in a society such as ours. And that's the concern for me. If the government institutes a bad idea and spends millions, perhaps billions on it, how likely are they to admit that the idea was a bad one and reverse it? Not very. They'll just spend millions more trying to make a bad idea work.
Still, such questions are better when you give an example of what you consider to be 'progress'. A case by case situation.

Yes. Progress is good. Talking about progress when it doesn't actually happen is bad.

it depends on what type of progress and who's.
I mean... Bin Laden making progress... I'd see that as a bad thing.
