I'm not sure why this is in the mathematics category vs. a language/English category. Yes, that is a statement, and a true one at that (assuming you meant "grooves"). It is saying that along the outside edge of a quarter there are 119 straight indentations.

The technique is called reeding and was and still is used as an anti-counterfeiting devce for the coins. The theory was if there was any silver metal shaved off the coins edge it would readily be noticed. It is used on many denominations of coin.

The dollar, half-dollar, quarter, and ten-cent coin denominations were originally produced from precious metals (gold and silver). Reeded edges were eventually incorporated into the design of these denominations to deter counterfeiting and the fraudulent use of the coins, such as filing down the edges in an attempt to recover the precious metals. The one-cent and five-cent pieces are considered "minor" coins of the United States and have never contained precious metals.

Currently, none of the coins produced for circulation contain precious metals. However, the continued use of reeded edges on current circulating coinage of larger denominations is useful to the visually impaired. For example, the ten-cent and one-cent coins are similar in size; the reeding of the ten-cent coin makes it easily identifiable by touch.

This is most definitely a statement of fact...if it were a question there would be added words or it would be worded differently (ie Does a quarter have 119 groves on its circumference? )

I can't think of what 119 people did to achieve a notch in the
quarter, unless there were 119 presidents, when the quarter
was first printed.
So, for your homework, find out when the quarter was first
minted with the grooves, and how many presidents there was
when it was minted. That's all I can help with. <}:-})
