Here in Boston when Joe Thornton was around, there were a group of guys who called themselves the "Go Joes". They all wore costumes to games, and one of them wore a gorilla suit, so it's been done before. Your best bet is call ahead or check the website of the arena you're going to beforehand to see if it's allowed.

No, but I went to a Jets game on Halloween night once and all of the ushers and a lot of the fans were wearing costumes.
