My guess is that this is not what was said, or at least intended. "It doesn't do" would mean that it is inappropriate or socially incorrect to do something, so this would mean that it was considered socially incorrect to complain. Generally, people would say, "It doesn't help to complain," which would mean that complaining doesn't solve the problem.

Complaining doesn't do any good.

My father always said, "When you complain, 50% of the people you complain to don't hear you, the rest don't care."

I believe it goes "It doesn't do any good to complain". meaning even if you do complain nothing is going to happen anyways.
