To me, it means to be alert and ready for anything. Watch for cars at intersections that may pull out in front of you, Keep your eyes scanning the area around you (including behind). If kids are playing near the road, slow down and watch for them to unexpectedly run into the road.

in addition to making sure you're driving right and following all the laws, you have to watch out for every other driver in your area. you have to be ready for the possibility that someone else will cause an accident and try to avoid it.

It means that if you were driving and for example, somebody swerves into your lane and is going to hit your car, you either dodge it or brake to avoid it. Its basically a person that is ready for an accident and knows how to avoid it.
