how do you get contracts through housing,programs such as hud,fannie mae,e.t.c. or make a proposal on redeveloping abandoned houses in big city's, (ex. cleveland,oh, detroit,e.t.c.}

You will have to bid on hud homes like anyone else would, on a per home basis. they're not going to offer you a contract... Contact a HUD realtor in your area. http://www.choicefinance.net/

visit a HUD office they can answer all of your questions, provide forms. Regulations change from time to time, so see HUD for Current and Correct information.

These projects are put up for bid and they advertise when they are looking for proposals.
