Yes, always a new one in the case of those spread across bushes etc. Spiders often reingest the old webbing. Not all spiders spin webs.

They make their own, and are always re-making their webs, as they dry out and are damaged easily.

I think they make their own so that they know that where is the dangerous area (to catch their pray) and the safe one.
