The sun always rises on the eastern horizon due to the direction of the earth's rotation.

The only possible exception would be at extreme northern or southern latitudes at certain times of year; the sun may not rise at all for weeks or months.

In the phillippines the sun rise is in the west and sun set is in the east.

the sun doesn't actually 'rise', it is because of the earth's rotation that it seems t do so. anyway, it 'rises' in the east n sets in the west.
