Half of it goes to the private companies who run the fixes radars and the rest goes to the councils. They are very good money spinners as they are put in places where it is easy to speed even by accident, if they actually stopped speeding then there would not be so many as they are expensive things to set up, but usually they start making a profit after six months from then on they are just legal one arm bandits,
