First off, my first thought of needs is experience.
If you do not know, then you shouldn't be running a Pet Shop. It not just a store selling pets. You need to have some VET experience for recognizing health issues and caring for and treating different species of pets, there not all the same.
You are selling animals, you need to guarantee they are healthy, etc.
-Obviously money
-Store location with limited parking available for customers.
-Cages, food, space to situated the animals with ample space for customers to view without crowding.

wow that is a pretty vague question. You need to provide much more information. How big is the store, how much is the rent, how much money do you have now to invest, etc. etc. etc. As far as inventory, go to a local pet store, and see what they have to sell. You can add to it, subtract from it. First and foremost slowdown..... You do not want to rush into starting any business by today, or I will see you in unemployment line

It will take a lot of money. Try working at a shelter or a pet store for a while to see what it takes.

Walk into the local pet store and stand there and look at what you can see. Now think about what you CAN'T see -- warehouse, suppliers, utilities, permits, insurance, delivery vans, business names, licenses, stationary, accountant, etc.

It's like any other business.

go to your local veternarian and talk with them. They can help you with all your need. Also you will need them because depending on what state you live in the animals are required to have shots, etc... You also need ti check with the local animal controll office on their rules.

if you don't know than don't do it, you may love animals but that won't make successful
