Floriculturist is knowledgeable in growing and (perhaps) breeding flowers. By knowledgeable that also includes the culture as well as diagnosis problems. When adding "ornamental" you detail this to someone who works ith flowers used in ornament as opposed to flowers used in dyes, etc.

So what does an ornamental floriculturist do? Breeds and grows flowers for the floral industry, perhaps designs flower displays for parks and is responsible for growing the crop.

An ornamental horticulturist is someone who works with ornamental plants...flowers but also lawns, trees and shrubs. They are often in charge of plant nurseries either as a grower or retailer. They can also be employeed by a landscape company to diagnose problems for clients. Or perhaps they can find employment with Cooperative Extension Service or other "green industry" jobs.
