I know there are some motels in Las Vegas that allow topless sunbathing for females. Is there any privacy in these, or are they full of gawkers?? And to any cater to an older (30-40 year old) crowd, rather than the usual 20-somethings. Any help would be appreciated.

Yes, a few have this feature. You must be and adult and you must be staying at the hotel to gain access. The areas are not visible from the outside but you can believe you will always find plenty of gawkers and young exhibitionists.

Anything goes on most Vegas swimming deck areas. Some hotels there cater to the families with children, others say Vegas is for big kids. What happens in Vegas, Stays in Vegas.

I didn't know there were any that allowed topless in the first place.
But I'm sure you can call the chamber of commerce and they will have all the info you need
