Are you friendly with this man? If he can laugh at himself and take a joke, put something funny on there like
"Good riddance!"
"It was a good run"
"FInally!"

Or just say "Au revoir" or "Afweitezein"

first you need to make sure he actually wants a cake. cakes signify a celebration, and this doesn't sound like a celebratory situation. so my advise is this: if you get him a cake, make it say something that puts it to the man like; "glad you got out while you could", or "see ya on the rival's side". those are kind of weak, but make it seem like one door closed and 10 more opened. otherwise, everyone pitch in and get him tanked at his favorite watering hole. a nice watch and a stripper wouldn't hurt either.

If he is going to a new job just say that "good luck", "Congratulations" etc, if he is just leaving because he wants to, try saying something nice like "all the best" or "we will miss you"?

How about just "Best Wishes" or "Good Luck". Thats always a positive way to say goodbye.
