This really depends upon where your school is. If you live in a high-rent city, like Boston, San Francisco, New York, or L.A., the dorm can definitely be cheaper, but in areas where the rents are low, apartments may be a better bet.
I haven't seen a dorm without security in recent years - are you sure there is none? That university is opening itself up to huge liability. What if an outside comes in and rapes or murders someone?
By the way, if you are starting at the university as a freshman, you may not have a choice; most universities these days demand that freshmen live on campus if they are not at home with their families. They don't want unsophisticated young people for whom they have responsibility doing stupid things for which the university could be sued.

Dorm was cheaper for me. Apartments mean bills, furnishings, too many people coming over to hang out, etc. I lived in a dorm in the beginning, and thought I needed an apartment to be more independent. After I moved to the apartment, with 2 friends, I wished I had stayed in the dorm for a while longer.
It is really a personal preference, but I thought the dorm was cheaper.

apartment is definitely cheaper. however you should dorm for at least your freshman year, you don't have to worry about cleaning toilets or paying utility bills during your first year out from under your parents' roof. it's also a lot easier to make friends and adjust to college life. after that the apartment becomes a better option.
just know there are hidden costs with an apartment. first utilities and bills (heating which can be a real pain if you live somewhere cold, cable, electricity, sewerage, gas) can pile up (expenses you don't have to worry about in a dorm). if you get roomates, depending on the number, they can be a real hassle, having to collect rent and utility payments, in addition to drama and possible personality clashes.
living in a dorm, you can ease your worries about theft by doing a few things. they sell locks for computers (both laptop and desktop) that are easy to install. you can get renter's insurance (it was meant for apartments but you can get them for dorms as well, in fact if you settle on apartment-living, get it for that as well)

and for one of my former apartments, the insurance came out to about 160.00 a year or about 14.00 a month.
so, in total, apartment is cheaper, but has more to worry about than dorm living.
