An Ambassador speaks on behalf of the President, a delegate does not.

A delegate would be our voting representative to some sort of membership organization. Ambassador is someone who is our liaison to a country or countries we have diplomatic relationships with.

I'm guessing a delegate is temporary and/or is for a special issue. And an ambassador is more permanent and is designated for a country or UN.
