It is one of those lights that uses a halogen bulb like is used in an outdoor floodlight. I think it is 100 watts.

I agree with ffemt. Check for a loose connection of the bulb. Also try a new bulb. The lamp wattage is normal and not a problem at all. I use more than 100 watts for reading anywhere in the house. Your lamp was made for that bulb.

The wattage of the lamp is not the issue.... a 100 watt light bulb on a 120 volt plug is less than 1 amp.... not very much.... you are in no danger of burning down your house. I'll assume this lamp was manufactured with this style and size of bulb in it... so if it is taking that long to come on you may have a loose connection in the lamp (bulb, wiring, or switch). I would be very careful with this lamp it could start a fire if this is the problem. First make sure this is the right bulb for the application, second check to see if the bulb may be loose, third (if you are mechanically inclined) disassemble the lamp and check for loose wires. Good luck!

one of those fire-haz free standing lamps...?...yea, sometimes those bulb ends do get corroded-and a pop or crackle may be heard when first turning it on..?...and if you are running alot of other heavy drain electric items on the same circuit that will slow down the start-up.
I have cheated and pulled the bulb out and used a piece of sandpaper to clean those contact ends for a quick fix-
