Was taking down wallpaper, and found this unfamiliar material (being North American, I am used to drywall; I'm talking about walls in a council estate flat in London UK).

I don't know what kind of brick it is (if it is brick?) but it's not corrugated or anything, and looks like it's shaped into flat panels or sheets, rather than bricks...

There seems to be a stiff wallpaper over the stone/brick stuff itself, and the decorative wallpaper is over that.

Only a small piece of the stiff paper has come off. What do I need to do in order to paint the walls? Where can I get the brick/whatever it is-covering?

don't they make a drywall composit type stuff that is used to smooth out surfaces such as woodpanel or bricks so that paint or wall paper can be put over the top and stick properly. that is what it kinda sounds like..plaster or composit

I think you'll find it's called plasterboard....often used in housing in UK when constructing a wall that is not load bearing.
You need to pu up lining paper or paper with some raised pattern in it then paint.

Could be a coated cement sheet. Sometimes fireproof board as well.

could be a milk paint, they use to make paint with crushed lime stone, and added
a color , then used milk as a binder,
