Whew. A true flight of the imagination. Tests can't even predict how well students will do in college. You think Hillary wants to punish people preemptively, before they do a crime! LOL, look up the Bush Doctrine. He bombs one country which is possibly thinking of re-starting a nuclear programs and threatens to bomb another one which is five to ten years away from a completing a nuke.
