If not, then who owns it?

The mummy of Tutankhamun is owned by the nation of Egypt. It has never left his tomb (KV62) save for brief removal for scientific study. The current head of the Supreme Council of Antiquities in Egypt, Dr. Zahi Hawass, has recently announced that the mummy will go on display in or near the tomb itself. Previously, the mummy was within two of the original coffins and these coffins were still in the stone sarcophagus in the tomb.
Royal mummies, especially those of kings, belong to the nation of Egypt and were not, even in the very early days of archaeology and collecting in Egypt, allowed to become part of collections outside of Egypt. The mummy of Ramses I did, actually, wind up in a museum near Niagara Falls for nearly 100 years, primarily because it was smuggled out of Egypt and the tiny museum (more of a freak-show, really) didn't realize what they had. The museum went out of business and sold its collection. The mummy went to the Carlos Museum at Emory University and the Egyptologists on staff there realized that the mummy was unusual - royal mummies being somewhat different in many respects from the mummies of non-royals. The Carlos Museum did a series of tests, determined that they had the mummy of Ramses I, and returned the remains to Egypt.
A number of royal mummies are on display in the Egyptian Museum in Cairo, but not the mummy of Tutankhamun.

I believe its on loan to the UK Science Museum....owned by Egypt's Supreme Council of Antiquities......

However, most Egyptian archaeological findings are owned by foreign entities...which by principle I think is a shame......

Although at the end, what counts is that the public has access to them and the right to admire them I suppose :-)

[still; why should the British Museum (for example) profit from ancient Egyptian wealth and history?] just a moral question i guess :-)

It belongs to Egypt and is laid at the National museum of Egypt.
It is exihibited round the world on and off.

It's usually in his tomb in Luxor except when it's on loan.
Unless it's been moved for conservation since I saw it there.
