It has been delayed until next year, and there has been no announcement regarding a PC version. However San Andreas came out for PC about 6 months after the PS2 version so hopefully GTA IV will be the same (but don't count on it)

GTA IV release is announced on 1st quarter 2008 only on PS3 and Xbox 360. Rockstar gave a hint on that already, however you'll need a very powerful PC to play.
