Rather than trying to modify the vehicle be able to lower it to load a wheelchair, it would be better to install a wheelchair lift that will raise the wheelchair to van level. There are companies that do wheelchair van conversions. Do a google search for "wheelchair van" and you will find a lot more information!!

Small Van? You need to have a "Lift Platform" installed in the side door. Some times SSS or other Government agencies will defer some of the cost.

I cannot give you a blow by blow of how to install it, but this would be an excellent situation for the use of airbags. In fact this is more in line with their original intended use than the car bouncing that they are often used for. Find a car customizing shop in your area for the details.

air ride, they use airbags. i gots them on my GS300 it looks crazy nice. but i think its VERY impractical for what you need it for. because it is expensive and needs to be takin care of. i would suggest a ramp that you can fold in, then fold out.
