If you asked this question about 2 years ago I would've said Lindsay, but I'd have to say Hillary Duff because Lindsay Lo is just bad news.
All the drugs, partying, jail.. Blah, blah.
But if you're interested in their "Beauty" I'd have to say that Hillary Duff beats Lindsay Lo - by far.

Lindsay Lohan is way prettier she's number 1 in Hollywood's hottest celebrities list! Hilary duff got way skinny and her teeth just look ridiculous!

Before any scandals or anything, I always thought Hillary was pretty, and Lindsay was ugly........she needs a TON of makeup just to look passable!
I still feel the same way today.
