PayPal has a lot of problems with con-merchants 'reversing' credit card transactions during the 'cooling off' period under the 'Distance Selling' regulations (7 days I believe).

The trick is as follows :-
Con-merchant wins multiple auctions for expensive goods (eg Laptop etc.) on same day. Con-merchant pays sellers via Paypal. PayPal sends money to sellers and debits Con-merchants Credit Card.
Sellers know that PayPal can take money back, so they withdraw money from PayPal before sending expensive goods.
Con-merchant waits 6 days (during which many sellers will have sent the goods) and then 'reverses' all Credit Card transactions. Paypal tries to get money back from sellers (including those who have already sent goods) however only those foolish enough to leave funds in Paypay are robbed (others get 'negative' balance which most refuse to pay == so Paypal ends up holding the loss)

A similar trick used to be run between 2 con-merchants, one the usual fake bidder, but the other a fake seller, in this case putting up really outrageous 'reserve' prices .. you would see it all the time for £2,000+ cell phones .. I saw one going for £14,000 !!! (of course I reported it .. however, as usual, eBay did nothing and let the auction go through as normal)

Of course the con-merchants account is closed & their credit cards "black-listed", as are all innocent Sellers who refuse to 'refund' PayPal ... (con-merchants couldn't care less = they already have multiple accounts and cards .. innocent Sellers on the other hand get REALLY p*ssed .. people with huge Positive Feedbacks have been banned by PayPal due to this trick ..)

Note = in USA, Banks will 'reverse' credit card transactions up to a month afterwards ..

If you associate a Debit Card or Credit Card with your Paypal Account then you will be able to pay for items instantly without having funds directly in your Paypal Account, go to the Paypal website login select profile and then select credit/debit cards and here you can add cards to your Paypal Account. Remember when transferring money from you're Paypal Account to your Bank Account it will still take a few days to happen, but paying for items will be instant.

PayPal can have funds added to it by a bank account or a credit card. PayPal does have age requirements to open an account however. I would recommend that you go to Walmart or a 7-11 and purchase a pre-paid VISA card. You can use them just about anywhere that VISA is accepted, and they can be recharged in stores, by phone, or on the Internet.

Associate a debit card with the account. Paypal will immediately take the funds from the card and use them to pay for the item. It will then take the funds from that card's account and refund themselves the slow way. 7-10 days seems a bit long. 4-5 days seems a little more realistic.
