Ask almost any mother, and she will agree that this is one of the most helpful presents you can get, and it'll cost less than $40.
Make your own gift basket. Include the following:
Tylenol (for mom's headaches)
gas drops (mylicon for infants)
a good book to read when she just can't sleep
stain remover (shout wipes are great)
baby tylenol
a package of kleenex (you never know when you need them)
a disposable camera, for those moments that you don't have access to a digi cam
a coupon book (can be homemade), with coupons good for one house cleaning, one load of laundry, one hour of baby free time, etc etc, that she can cash in at any time
a tube of diaper rash cream (preferably Butt Paste, it's the best)
you can add in cute baby items, a cute photo frame, or anything else that might be helpful. Those things, however, will get used more than anything else that you buy her, and any mother will love it, more than any cute gift. She won't know it, when she gets it, but she will see how great a gift it is, and she will see that soon.

Depends on when you're planning on visiting...
If you're planning on going by the hospital my favorite gifts were... snacks (hospital food is so gross), more comfortable pads (Of course this one might depend on how close you are with her.), shampoo, soap, (I didn't have time to get my packed bag from home when I went into labor) hand sanitizer - I would call and ask if there's anything they need or want, lunch, ect?
If you planning on visiting at home - definitely prepare a nice little meal (Doesn't have to be anything too hard). And come over and hold the baby so the parents can sit and slowly enjoy a meal together.

If its her first time having a baby , give her a book on proper bathing the baby , brestfeeding techniques , how to use breast pumps in short any first time mother book on proper care of a new born , she would appreciate it very much, I know I would if any body agave me one when I had mine .

a nap! ha, it'd be great to give her a day off, in her own home. make breakfast in bed, give her a manicure, set up a relaxing bubble bath, and then prepare a dinner for that night so she doesn't have to worry about it. she's got a new baby so she'll probably be wanting to take care of it herself- so take care of HER.

Offer to come and watch the baby for a little while while she naps or takes a shower, she will appreciate it... specially if she doesnt have any help.

I already answered this I think but ...the very very best gift you can give a new mom is a meal (or meals) because she won't be able to cook (nor will she want to)... it is thoughtful and extremely helpful, AND not to expensive :)

bring her a basket filled with bath beads and bubble bath (i really like victorias secret bath it's so silky feeling) and then watch the baby while she takes a bath or shower

my friend made me several soups that I lived off of after the birth of both my children. The second time she also made a pasta dish that my son would eat. I appreciated both very much.
