Can we measure an accurate reading?

It's all relative to the thing that you're increasing or decreasing and also personal perception.

But I guess you could do a controlled test. e.g. 1000 people are asked to pour 'a bit more' into a glass of water (the glass is filled always to the same height for each person). Average that and you can work out a percentage for what amount 'a bit more' might be. Also do the same for 'a bit less' but ask people to pour water out of the glass.

Then compare the averaged results and you'll have some idea.
