No, you don't need a formal proposal, they just hand out money to anyone who asks.
Just kidding, obviously. Of course you need a formal business plan and proposal - even then you won't necessarity be funded. And from the rest of your questions, you are a long way from being ready to start this group home. You have lots of homework to do, and the research needs to be far more in depth than Yahoo Answers will give you.
