It'shard to say. When I was younger I used to get the stares a lot more than I do now. But I wasn't there to socialize, I worked out and got out. I would get annoyed if someone stared TOO long, but I never said anything just out of politeness.
If you think he's reacting to you positively (or at least not negatively), then sure - walk up. Or, you could "accidentally" bump into him in line at a juice bar if your gym has one, and say hello.
But I wouldn't take his lack of conversation to mean that he is interested necessarily.

This is why I don't go to the gym. I like to go to work out. I hate being bothered. I'm sweating, I stink, I sure don't want another guy or girl talking to me. I want to look good for them.
Just my thought.
Sorry but I personally wouldn't want you to talk to me. I hate being bothered at the gym. That is why I work out at home.

Ask him if you can work in with him doing alternating sets when you see him on one of the machines that you use. Then you can introduce your self and see if anything happens.

By all means introduce yourself!!, Because staring is a rude behavior, I would want to know the name of the man who is staring at me, at least !!
