Mineral spirits, paint thinner, any mild solvent like that will work fine. Don't use lacquer thinner, or you'll take off a lot more than sap.
The key is to use a chemical to dissolve it. Don't use something abrasive to scrape/scratch it off. You'll damage your paint.
Once you get the sap off, wash the whole car and make sure you got all the sap. Then, give it a good waxing. Anything that takes off sap will also take off your wax, and having that protection on there will help in case you get dripped on by another tree.

I normally use a bug and tar remover, and then wash the spots immediately after I get the sap off.

use a good paint cleaner like Maguires paint cleaner (its the first part of their deep crystal tree part system) i have used it to get pine sap off and even tar. or a clay bar will work too.

wd-40 works without damaging the paint. Your local auto parts store has it and also willhave bug and tar removers will work.
