The faster ferries (Delta, Supercat) will take you to Dumaguete in 2 hours, with several trips from Cebu between 9:30am and 4:00pm.

there is a ferry boat & plane from cebu to dumaguete daily. you can also drive south to bato then take a barge to amlan if you want to go by car
