Then How is the Fermi Energy Level located above the Valence Band in the Energy band model?

Correct me if Im Wrong, but...at Absolute Zero, there are No free electrons, so All electrons Must be located in the Valence Band...

You are wrong. FE is highest level, not the only level. The reason *why* FE is the highest level filled at zero T is because all the lower energy states are filled, and no two Fermions can occupy the same state. There are other electrons all the way down to 1s. Most are not free, but frozen in place. But, why would you think the Fermi level cannot be free? The electrons at the Fermi level of a conductor are free as a bird to conduct, but only within the solid.
