You can draw no parallels between your examples of coerced interrogation and the tactics used by the terrorists.
They would cut your head off just to make another video - they want you dead, by any means possible - from a bomb vest filled with lethal shrapnel to any other method that they can get their hands on.
As far as President Bush's logic - it makes perfect sense in any life or death situation to be proactive because there won't be any chance for you to be reactive.
