Probably need more info here, but I will try anyway.

Find a length of string (or something flexible) long enough to go all the way around what ever it is that you are trying to measure, mark or cut the string, then measure the string. Much like a tailor or seamstress uses a flexilbe tape measure to get your body measurements.

You can get serrated wheels on handles which you run back to the stop then run them round whatever you want measure. Running them back along a ruler gives you the answer.
These are used for measuring the distance along roads on a map for example.
