You can't unless you distill it by reverse osmosis first. Salt water fish are very touchy and there is too much "bad stuff" in tap water for a salt water aquarium. You are better off buying jugs of distilled water.

so many people said that using RO system in the best yes it is if you are going to establish a reef tank for a fish tank only its not needed when i start my tank i filled it with a normal tap water leave it for a 1,2 days wih filter ,powerhead,and heater on they i use a product called stress coat which remove chlorine and other stuff and ofter that i put sea salt in it no i have my tank for over 4 month and its great i have a 20 gallont tank with a clarkii clowfish ,zebra hermit crab ,domino damsels ,and a corla banded shrimp and they all are doing well

did you try going to a pet store since they sell a product that will do that for you. if you do want a salt water aquarium then you will need to go to the professionals, not just for the salt mix, but for the special equipment necessary for the tank. make sure you don't mix fresh water fish with the salt water fish.

Just fill it into buckets, let it sit for 24 hours, condition it and then mix the salt in it as directed

I would say boil the water first, let it cool. Then add rocsk at the botton like sand if you have any, or when in doubt just al ittle bit of sea salt.
