England is a safe bet. If your in to beaches then the Greek islands are amazing. Santorini is a really beautiful island in Greece. Italy can be kind of dirty sometimes, but historically it's a goldmine and the food is great. Andorra is a small country between Spain and France that has no income taxes. The French don't like to speak English, but other than that, most Europeans speak English freely.

What wouldn't you want to live in Portugal? It's a lovely country, great people, lovely cities ... and nice warm weather. What's not to like? Been there twice. Dearie, every European country has a high standard of education. But very few places have 'good jobs' in the current economic climate. Sorry I can't give you the answer you want, I'm just being realistic.

Portugal! I'd choose either Lisbon [Lisboa], Braga, or La Luz [Algarve]. It used to be cheaper living there, but now they use the euro [money]. The people are fantastic, the food wonderful, countryside is scenic, beaches are clean, wine is plentiful, night life plentiful, and the arts & sciences are in abundance. There is very little crime or corruption.

The Netherlands... but in the NORTHERN part, away from Amsterdam, Rotterdam. The countryside is beautiful and the towns... you pick 'em... are wonderful! Personally, I fell in LOVE with Breda.
