Pursue as many opportunities to write in & out of class as possible. (e.g. school yearbook, school news paper, take more English classes)
Consider learning another language like French or Italian so you can travel & learn more about fashion. You may also want to learn Japanese, Chinese, Russian or any other country that is an emerging market/production site for designer goods.
Learn about design & graphics so you understand how a magazine is laid out for visual appeal.
Learn about the business side of fashion & publishing. (e.g. How & why advertisers chose particular media. Marketing trends. Publishing companies, practices & trends. Public relations.)
Be sure to develop strong math skills. As an editor, you will have to understand accounting & marketing statistics. (e.g. advertising revenue, production & distribution expenses, profits, market share)
Let your school counselor know about your interests & ambitions and ask for her advice.
Get informational interviews with people in the field & ask them the schools they recommend, how they achieved their goals, & any other advice.

This is so awesome! You are 13 and you know what you want to do with your life! And it is realistic. Don't waste this precious time. You need to take classes in writing for sure. I am not 100% sure which ones. Hopefully someone else can be more specific for you. Good luck!
