The most famous theory is that the builder Chephern (Khafre), the builder of the second pyramid. This is because of the similarity between the Sphinx head and statues carved for the king (see first source), and also for the proximity of the sphinx to Khafre's causeway (connecting between the Chephern's mortuary and valley temples).
Some Egyptologists believe its builder could be Khufu (Cheops), the builder of the Great Pyramid or Radjedef aka Djedefre, a son of King Cheops

The Sphynx dates to the Old Kingdom according to Egyptologist. Its context suggest that it belongs to Khafre's complex (ruler of Egypt from 2520-2494 BC), but there is no direct evidence for this. There is no way to date the Sphinx with certainty and that's why everybody accepted what the Egyptologists had discovered.

Scientists argue about that. Some say 20.000 years ago some say it was made when the pyramids were built 2723 BC–2563 BC. The head at least is from that age but the body could be much much older.

Nobody knows these things about the sphinx. It was found almost covered with sand.
