To protect the roofing from harmful "UV" rays. (makes the material last longer)
I had the same question a few years ago, so I asked a roofer who was working on a flat roof at the time, and thats the answer he gave me!

Two reasons. The first is to weigh it down so high winds don't tear it off and light colored gravel is used to reflect sunlight and keep the roof cooler in summer.

It acts as protection for the felt paper and tar. Think of it as really, really heavy sunscreen. Sunlight can really destroy most building materials without something blocking out the UV's.

two reasons in general. If it is tarred you will likely tear it up and cause problems if walked on. So protection is one.

And to keep the black tar from absorbing more heat which causes it to goo up.

It's to help reflect the sun, to keep the tar from getting soft.
