Actually, they do not have to honor the leases, unless they agree to do so in the contract to purchase. Of course, no seller in his right mind would agree to such an agreement, since that would let the seller with a valid lease agreement which he could not fulfill, since he no longer owns the property.
In most states, the standard contractual offer to purchase language includes provisions for the buyer to absorb the terms of the lease. One exception to this rule is if the property is foreclosed by the bank. They are not required to honor leases under foreclosures.

In Oregon, we have something called 'tenant rights' - which allows the tenant to fulfill the term of the lease even if it has been sold. Most buyers do the 30 days eviction notice if they don't want the tenant once the transaction has closed.
