is it (3-a) over 7 or 3 - (a over 7)?

3-a/7 = -2

multiply by 7 3-a = -14
subtract 3 -a = -17
times -1 a = 17

3 - (a/7) = -2

subtract 3 -a/7 = -5
times - 7 a = 35
