Yes, they are, outside of your home that is.
In Illinois you are not allowed to carry any knife that is bigger than the palm of your hand (general rule of thumb).
Anything smaller and you can carry it but it must be sheathed (in a knife case) and in visible sight. Although you can't bring them into most establishments (malls, movies, restaurants, etc).

In my state 200 new laws went into effect just last week. Only 3 were listed in the newspaper article which also mentioned that the other 300+ laws that the legislators passed during last session had already taken effect. Who can keep up with this stuff? But you could always call the police department and ask - or check on line in the states statutes - a long and tedious process. I'll bet the police don't know for sure either.

Only if you get caught with one.
Hell, I went to jail for driving without insurance in a town north of Atlanta and I had a switch blade on me when I got to jail and they had me empty my pockets. I was in jail for 2 hours and when I left, they gave my knife back to me.
