There is no set amount, as long as they are laid out in odd numbers. Any rocks together in groups of 3, 5,7,9,11 etc (no even numbers) you get the idea. The reason for odd numbers is it creates a visual balance. With even numbered rocks, it would look as if they were competing with one another. Bonsai "group" plantings are also done with odd numbered amount of trees. Japanese rock gardens were constructed to satisfy and challenge the visual awareness of the human mind. The construction is laid out in such a way to bring balance and harmony to ones own thoughts. Each triangular rock layout tells a story and depicts such things as the universe, mountains, streams, lakes and various animals. Here is a very intense link with very good info on just what it all means. After you read it, you may have a better feeling for nature and the environment and a better understanding of visual perception in Japanese rock garden design. It is in PDF format. Hope this answers your question.

from what I've read there are 15 large rocks placed in a bed of sand. Here is a site you may find helpful.
