Hmmm... it's very tricky to tell which name is the best from a list such as this, so I have decided to look up the names meanings.
Justin - just and fair
Toby - God is good
Jake - supplanter
Claudia - lame
Tania - Fairy Queen
Roxanne - Dawn
The meaning of names is very important, for example after finding out the Claudia means lame I have decided I no longer like the name, and for the best girl name I would pick Roxanne. I like all of the boys names, but my favourite by far is Jake.

Jake you can't go wrong with. Toby I like as well. Justin would be a nightmare for him.
Roxanne is o.k., but needs living up to. Tania is even worse than Justin. Roseanne and Rosemary I think are flexible names.

I'd pick Jake, but only as a nickname for Jacob. The others are okay, too.
For a girl, definitely Claudia. Tania is dated. I just don't care for Roxanne for an actual person - IMHO, it's the kind of name that only suits fictional characters. :)

Toby and Claudia.. Roxanne would be nice, but that song ruins it... Tania is nice too. I don't like Justin and Jake is too common.. what about Jacob?

Quite like them all really, but would choose Claudia - really classy and Toby is very smart, Justin - Just in time! Jake too tweeniesish! Good luck
