A 25 cm (10") telescope has a theoretical resolving power of about 0.45 arc seconds, so it can give you a clean split of a 1.5" pair. Of course, this is highly dependent on the atmosphere, which seldom supports 0.45" seeing and may not support 1.5".

The resolving power would depend on the focal length of the eyepiece.
