You're joking, right? We've got over a billion dollar surpluss here and the politicians are like kids in a candy shop trying to spend it all.

Are you referring to the US? Except for Michigan, I think most of the states have revenue surpluses, thanks to the booming economy.
I am not aware of any cutbacks, especially in my state, PA. In fact the state program PFEA, which does financing for college students, earned 12 million dollars in the past 12 months.
I hope you are not looking for free money.
